Syria NGO Forum

PURPOSE AND RATIONALE

The Forum is a unified coordination body for international and national non-
governmental organizations (INGOs and NNGOs) operating in Syria. It was
established in response to the shifting political and operational landscape
following the fall of the regime in December 2024, and represents a collective,
forward- looking commitment to rebuild coordination mechanisms on more
inclusive, efficient, and principled foundations.

After over a decade of fragmented, hub-based coordination, the Forum offers
a new approach: a forum that unites diverse actors around shared values and a
common purpose—to support communities in Syria through principled, needs-
based humanitarian and development assistance.

CORE MANDATE

The Forum is a non-operational platform. It does not implement programmes
or coordinate operational delivery. Its core purpose is to serve its members,
INGOs and NNGOs, in delivering humanitarian and development assistance
through coordination, representation, and common positioning. It also aims to
enhance members’ collective footprint and contribution within the established
humanitarian coordination architecture in Syria. The ultimate goal of these
efforts is to improve outcomes for affected communities.
