Joint statement by Syrian civil society networks and institutions on localization: More than 150 representatives of Syrian civil society working in the fields of humanitarian action and early recovery, along with representatives of the Syrian and German governments and supporting international NGOs
The undersigned organizations have closely followed the recent statement issued by the “Madaniya” Network on November 27, 2025, which included several points that raise concerns about the core responsibilities of a network representing more than 250 organizations across the Syrian landscape.
The Syrian organizations signing this statement strongly condemn the repeated detention of civilians traveling to and from areas in Northeast Syria at military checkpoints operated by the Syrian Interim Government. This practice constitutes a serious violation of the fundamental rights of the population, foremost among them freedom of movement, physical safety, non-discrimination, privacy, and the protection of personal data.
Ensuring that the violations experienced in the area are incorporated into transitional justice programs that guarantee accountability, redress, compensation, and non-recurrence.
